True Mountain Capital partnered with Northampton County Schools to secure $33 million in combined New Markets Tax Credit (NMTC) Qualified Equity Investment (QEI) to finance the construction of the Northampton Collegiate and Technical School on a 63-acre campus in rural Northampton County, North Carolina, one of the state's most economically distressed areas.

The new campus unites academics, career training, and community life under one roof, anchored by dedicated CTE space offering programming in Industrial Systems Technology, HVAC, and Nurse Aide training alongside a 250-seat performing arts auditorium and a 1,500-seat stadium. Beyond academics and athletics, the facility will also house onsite physical and mental health services and a community garden supporting the district's meal programs, with space designed to double as an emergency shelter for more than 100 residents during natural disasters. Perhaps most significantly, this consolidation brings CTE coursework directly into the classroom for students who once faced a 30-mile trip to access it. Alongside this expanded programming, enrollment capacity will climb from 267 to 400 students, all of whom qualify for free or reduced lunch, in a district determined not to let circumstance limit opportunity. For Superintendent Dr. Rosa Atkins, that determination isn't new. It's the philosophy that has guided Northampton County Schools all along:

“The needs of a community should never limit the dreams it has for its future,” said Atkins. “In Northampton County Schools, we have never allowed our circumstances to define our aspirations for our students.”

That resolve was tested when construction bids landed well over budget. Value engineering put CTE classrooms and the auditorium on the chopping block. For the students who had spent years riding 30 miles each way, losing the equivalent of two entire school days per week, eliminating those classrooms would have undermined the very reason this project existed. NMTC financing closed that gap, bringing the original scope of the CTE wing back into the plans and ensuring that the next generation of Northampton County students will train for rewarding careers without ever leaving campus. Beyond the classroom, the project will create 13 new permanent teaching positions, an investment in the people who will carry this mission forward.
